The ICO web site has revealed the full content of a letter from the Information Commissioner, Christopher Graham, to Chris Grayling, the Secretary of State for Justice. Essentially, he states that the ICO could not operate effectively under the proposed new regime without considerable additional resources and, since he sees no real prospect of those additional resources being forthcoming, the ICO would need to change its regulatory approach. The letter underlines what has for some time been a guarded ICO view of the data reform package but it seems to mark something of a sea-change in attitude. While the ICO welcomes a number of major reform planks, the tone of the letter, and the weight and detailed coverage given to the negative aspects, will be welcomed by opponents of the reform package.
