ITT for New Research Project

The JISC Legal Information Service has recently received a grant to coordinate research to investigate and produce guidelines for the use of publicly funded IPR, services and Infrastructure. This interface between the academic and corporate world with public funding is known in the education sector as ‘Third Stream Activities’.


Details of the tender are set out below.


SUBJECT: JISC LEGAL Invitation To Tender: A Study to Investigate and Produce ‘Guidelines for the Use of Publicly-Funded IPR, Services and Infrastructure’


This invitation to tender invites proposals to undertake, on behalf of JISC Legal (http://www.jisclegal.ac.uk/ <http://www.jisclegal.ac.uk/>), a study examining the issues surrounding the exploitation of publicly-funded resources and IPR, and to provide definitive guidelines for UK higher and further education institutions that are seeking opportunities to develop products and services as part of their Third Stream activities.


This study is part of a wider programme of work being undertaken by JISC Legal as part of JISC’s Third Stream Programme (http://www.jisc.ac.uk/whatwedo/themes/third_stream.aspx <http://www.jisc.ac.uk/whatwedo/themes/third_stream.aspx>).


The study is expected to take 20 weeks to complete. The successful bidder should expect to commence work by 14th March 2007 and complete the work by the 31st July 2007.


It is expected that the work undertaken will include:



  • Definitive guidelines


  • Evidence of engagement with Third Stream organisations and stakeholders


  • A final report incorporating the above, setting out the findings of the study, evidence found, methodology, recommendations for JISC/HEFCE and possible future work


  • Liaison with JISC Legal and the JISC Executive

  • Appropriate presentations as required.


Funding of up to £47,000 is available for this work (including VAT and overheads) plus related travel and subsistence as authorised.
The deadline for proposals is 10am, 6 March 2007.
The ITT is being managed by JISC Legal which is hosted by the University of Strathclyde.
